英文摘要 | The countries in South Asian region is recognized as being extremely vulnerable to climate change and natural hazards. According to a World Bank report in 2018, living standards in Sri Lanka could decline by a significant margin of 7 percent due to climate change impacts. Consequently, 19 million Sri Lankans (90% of the population) could live in moderate or severe hotspots by 2050 owing to flooding and droughts spreading across the country as vulnerability extends due to climate change impacts. Similarly, Bangladesh is South Asia is widely recognised to be one of the most climate vulnerable countries in the world. Scientists predict that the monsoon rainfall will continue to increase and this, combined with both the melting of the Himalayan glaciers and inward surges due to rising sea levels, will impact on rivers that flow across several urban centres in Bangladesh. These rising disasters due to climate change can have grave consequences on poor and vulnerable communities. The World Bank and the Global Risk Index position have warned that the nature of frequent extreme events, the lack of safe drinking water, disruption to agriculture and the overall magnitude of impact on citizens in these countries have exceeded the national response capacities. Hence, there is an urgent need to observe, analyse and interpret complex risk scenarios and implement smart solutions for building a resilient future for the citizens in these countries. The politicians and various government agencies will have to weigh up their urban development goals against increasing risks due to climate change, and compromise and make complex trade-offs in their decision-making processes, giving due consideration to equitable resilience and ecological integrity. These decision-makers will have to ensure that their choices will lead to an equitable resilient future for their citizens against the adverse effects of climate change impacts. The knowledge and the level of collaboration required for considering such complex trade-offs and making the correct development decisions traverse across existing government ministries and departments as well as several risk domains, disciplines and geographies, hence requiring a multi-institutional approach in the decision- making process involving practitioners, policy makers and researchers. However, at present the decision-making processes in addressing the climate change challenges in these countries are happening in silos conducted by different agencies, institutions and other actors with differing priorities, perspectives and time horizons. Therefore, the aim of the Unite4Resilience network is to initiate a programme of activities to build capacity for collaborative decision-making across government institutions in Sri Lanka and Bangladesh to promote the creation of resilient environments and communities against increasing climate change risks, while respecting social justice and ecological integrity. This network aims to create the following impact: * Establish partnerships with key actors to initiate and lead the transformation. * Define a clear Pathways transition from "silo" based approaches to a collaborative, inclusive and evidence-based decision-making approach for creating equitable resilient futures.* Advance knowledge and research capacity in equitable resilience against climate change. * Establish a sustainable model for building institutional capacity through projects. * Disseminate the outcome of the network widely to create a greater impact beyond the chosen countries. |
